Ingredients

1 1/2 lbs ground beef

2 cups milk, divided

1/4 cup all-purpose flour

4–5 medium russet potatoes, thinly sliced

1 medium onion, thinly sliced

1 cup shredded cheddar cheese
Instructions

Preheat the oven to 375°F (190°C).

In a large skillet over medium heat, cook the ground beef until browned and fully cooked, breaking it apart as it cooks. Drain any excess fat.

Add the garlic powder, onion powder, salt, and pepper to the beef and stir to combine.

In a separate saucepan, whisk together 1 1/2 cups of milk and the flour. Heat over medium heat, whisking constantly until it thickens, about 3-5 minutes.

Once thickened, stir in the remaining 1/2 cup of milk, and then pour the milk mixture over the ground beef in the skillet. Stir to combine and simmer for an additional 2-3 minutes.

In a greased 9×13 baking dish, layer the sliced potatoes, followed by the sliced onions. Season with a pinch of salt and pepper.
